Failure to investigate EEO complaint. Federal employee filed an EEO complaint alleging sex discrimination and reprisal.

The Agency issued a Final Agency Decision (FAD) finding no discrimination. Complainant appealed. The EEOC’s Office of Federal Operations reversed. The OFO found that the Agency failed to properly investigate. It ordered further investigation including investigation into her compensatory damages.
