Federal agency found not to to be employer.

Complainant worked at Agency’s facility. Complainant was employed by a staffing agency which provided employees to the Agency.  Complainant asserted claims of discrimination Agency under a Joint Employer theory. The EEOC dismissed finding that the Agency was not a joint employer of Complainant.
