Horace was a retired lead transportation security officer when he alleged that the agency subjected him to discrimination based on race, sex, disability, and reprisal when a TSA attorney stated that his medical conditions were baseless during another EEO hearing on a different complaint. The Agency dismissed the complaint because it alleged dissatisfaction with the processing of a previously filed complaint. The EEOC agreed, finding that dissatisfaction with the EEO process must be raised within the processing of the underlying complaint, not as a new complaint, and therefore affirmed the agency’s dismissal.
